Maybe I'm not a good reader, but the Arizona site seems to suggest that the current number of permits is the stated number, yet suspensions and revocations are cumulative since they started issuing permits. <br /> If the suspensions and revocations are indeed cumulative, then you need to divide by 19 to get the yearly average. While you cant look over the records back to the beginning of the program, but if divided evenly it would seem to come to 162 suspensions per year and 60 revocations per year.
