As for licensing, on Joan Peterson's blog, Sean Sorrentino came up with a brilliant idea to add a clean background check code to everyone's drivers license. This allows for proactive licensing (rather than asking for permission from Uncle Sam to own or carry a gun) that can't be turned into a back-door gun owner database.
