The reckless conduct charge was upgraded to murder Friday afternoon in the shooting death of Victor Carroll, according to the Bibb County Sheriff's Office."<br /><br /> It also appears that law enforcement somehow screwed the pooch because the gun he negligently discharged shouldn't have been returned to him from a previous incident,<br /><br /><br />"The handgun used in the death of a Macon toddler last week was confiscated in November from the man charged with the baby's death.<br />Ronnie Howard, 36, was charged with DUI, child endangerment and probation violation - among other charges - and Bibb County sheriff's deputies confiscated his handgun."<br /><br />"Howard is the boyfriend of Brooke Carroll, the baby's mother.
