Missouri Infant Shot and Killed by 5-Year-old Brother - No Charges Expected

  1. It appears they are doing something radical like actually investigating and collecting evidence prior to charging.

"Law enforcement and medical staff will convene this afternoon for a child fatality review panel — which is required by Missouri state law.
Officials will review each agency’s information collected during the shooting so that the prosecuting attorney can decide whether to bring charges.
“There’s too much information that I don’t know to say whether charges are going to happen,” said Nodaway County Prosecuting Attorney Robert Rice. “A decision will be made upon completion of the investigation.”
There is no law in Missouri that says you must lock up guns or keep them unloaded around children, Rice said. Possible charges could include child endangerment, child abuse or child neglect, Rice said."
