The U.S. constitution mandates that "government may make no establishment of religion". Nothing within the First Amendment disallows the State from sanctioning against organized religion, as such a prohibition would not enact an official religion, so long as it only serves to disallow such religious belief, as opposed to mandating any particular or non-specific belief.
Also, many countries do in fact endow their subjects with more enforceable and substantial rights than the current U.S. constitution makes provision for.
