Bergman recognizes the roots of the Second Amendment and one reason for the popularity of guns. He points out the repressive gun control of the Soviet Union. He sees that gun control doesn't make New York safe. Criminals will get guns, while good citizens are burdened by gun control, and the gun is only as good or bad as the person holding it.
If you don't even try to stop criminals from getting guns, of course criminals will get guns. Since you are a criminal, I understand why you would want criminals to get guns, and stop any measure that would stop criminals from getting guns.
