The nation you envision would not have lasted 10 years (Shays happened less than 3 years after the Revolution ended). In fact, the nation you propose would not exist since it would be what is now called a "failed state".

Anyway, the Constitution makes it clear that the role of the militia is "execute the Laws of the Union, suppress Insurrections and repel Invasions" (Article I, Section 8, Clause 15) and that waging war on the US is Treason (Article III, Section iii). Article IV, Section 4 talks about "domestic violence", which is what you are advocating.
SO, unless the implication is that the average American is a moron who has no idea of US history or what the Constitution means, then I would agree with you.
