I didn't comment before because there's precious little information in this report--don't know how the shooting happened, so I don't know if the facts would indicate a strong manslaughter charge or a murder charge, the latter of which is possible.
About the only thing I can say for sure is that the neighbors seem to have known that this boy was trouble, so it's probably safe to assume the parents did too, and yet they didn't prevent him from accessing whatever gun he used. I'd guess there's probably enough here to charge them with some form of negligence and child endangerment.
These are my guesses based on the spotty information we have in this report, but without knowing more or having anything to do with the case, I don't see that my guesses add much.
