Obama is a politician and wants to be reelected. That's why he won't touch this. He also knows that Congress would never pass any new gun control, so it's not worth wasting political capital on the subject. Apparently, Uygur needs to study the American political system some more.
Why does he need to study anything? He could understand and agree with what you said about the political capital and still be "tremendously disappointed." He didn't say surprised, he said disappointed.My disillusionment with the prez came gradually but I'd say by a year ago it was complete.
