Right you are, Flying Junior. Saying "just a paperwork violation," is really stupid and misses the point. The point is not the paperwork, it's what missing or badly done paperwork covers up. It covers up, in many cases, improper gun transfers, which are those which pass from the lawful owners to the criminals.
