The term, mass shooting, should refer to incidents in which someone seeks out a group of strangers with the intent of causing as much death as possible.

Anonymous, you are tedious. I cannot logically give you a number, other than to say that it's more than one if the shooter is successful, since the shooter's goal isn't always clear. Such a person seeks to kill as many as possible.
The distinguishing characteristic here is that the shooter isn't targeting a specific person or specific persons. He's going after random victims.
