I was able to talk to someone at the California DoJ's Bureau of Firearms, Renee (she's the only Renee there) about the following letter. The Phone call was ID as coming from 916-263-4887.

She said these letters were so old that she was unable to confirm their authenticity.
As I said, these are useful for picking up dog poop.
