This report contains an interesting piece of information. The distraught mom admitted that there had been an earlier incident in which the little girl got a-hold of a gun and pointed it at her mother. My theory has long been that the people who suffer these types of tragedies are not experiencing their first mishap. Negligent gun owners are repeat offenders. They keep repeating the misuse of guns until they're stopped.
The solution: a strict one-strike-you're-out policy.

Another Stand Your Ground Murder - Sparks Nevada

The arrest this week of a 73-year-old Nevada man in the shooting death of a trespasser has elicited debate on the state's "stand your ground" law.
Wayne Burgarello was charged with murder and attempted murder in the February shooting of two people in a Sparks duplex.
According to a police affidavit filed this week, on Feb. 13, Burgarello entered a vacant duplex he owned where two people were staying without his consent.
Burgarello entered with two guns and fired several rounds, followed by a pause and a final shot, killing Cody Devine, 34, and seriously injuring Janai Wilson, 29, the affidavit said.
Burgarello said the shooting was self-defense. He told police he shot after Devine, who was lying on the floor, appeared to move his arm parallel to the ground as if he had a gun.
According to the affidavit, Burgarello told police: "I don't know which arm it was. I think it might have been the left arm. That makes sense because there's another person next to him. The arm came up ... right at the center of me. I think I said, 'Who are you? What are you doing here? Something like that. I don't know if I said anything or not. The arm came up like a gun, and I reacted."The gun-rights fanatics love to say, "Aha, he didn't get away with it." They say this in response to the made-up gun-control position that every single person who cries "stand your ground" gets away with it. Of course we don't say that. Some get away with it, some don't.
The main point is that the stand-you-ground mentality is encouraging more people to shoot first and ask questions later. The fact that some of them don't get away with it means little to the people who are killed and injured unnecessarily.

Chicago Mayor Rahm Emanuel has proposed a slate of tough gun control measures that would subject gun shops to strict monitoring, including video surveillance of all purchases, in an effort to stem violence in a city beset with an unusually high number of gun deaths.
The restrictions came after a federal court order in January forced Chicago to end its ban on gun sales in the city and gave officials until July to put in place regulations before the ban is lifted.
The Emanuel administration in a report released this week makes a case for Chicago gun shops to videotape all sales, ban gun shops in 99.5% of the city and limit each gun buyer at a store to one purchase a month, except for relics and returns. Gun sellers would be subject to quarterly audits.
In addition, gun shop workers would have to pass background checks and be trained to spot fake or “straw” purchasers, such as a male gang member getting a girlfriend to buy his gun because he’s ineligible.
Attempting to deter shops from making sketchy sales, city officials could cross-check records against a regional trace database that Emanuel wants to establish, showing where guns used in crimes were purchased. Fines for violations could run a few thousand dollars.

I came upon this bit of proposed legislation and while I should know better than to be surprised by anything from states with restrictive gun laws, this one did surprise me. I first came upon it on the Guns.com site, but it cited this article,
"The new proposal seeks to tighten and clarify state regulations about who can buy guns and how they can be bought. One potentially contentious change would give police the discretion to deny a permit for a rifle or shotgun if an applicant is deemed unsuitable.
Under current law, police can apply a vague standard of unsuitability for licenses to carry a gun. But police do not have that discretion in issuing the Firearms Identification Card, which allows Massachusetts residents who pass a background check to buy a small-capacity rifle or shotgun.
In an effort to establish uniform criteria across Massachusetts, the bill would require the state Executive Office of Public Safety to create specific standards for suitability."
Of course, the criteria for suitability would be set after the bill is passed which make it problematic. While there is potentially a route for the criteria to be uniform state wide, something being decided by some executive branch panel has the potential for unpleasant surprises with no way (at least nothing mentioned yet) of overriding it is a concern.

As I have said many times before in my blogs, the majority of voters in Hurst are conservatives. Unfortunately, out of over 22,000 voters, only between 1,000 to 2,000 voters vote in our city elections. The result has been that liberals are running our city.
One very good example of this is our Mayor Richard Ward. The vast majority of Hurstonians strongly support gun rights in fact many are NRA members. And most Hurstonians are shocked to learn that our Mayor uses his position as Mayor of our city to promote Michael Bloomberg’s anti-gun agenda, and help lobby for anti-gun laws nationwide!
Richard Ward is one of only seven Texas Mayors to sign onto Michael Bloomberg’s Mayors Against Illegal Guns (MAIG), a coalition of over 1,000 mayors that support gun control. In an appearance on “Meet the Press,” Bloomberg announced that his intent is to counter the influence of the NRA.
In a 2009 statement Mayor Richard Ward expressed his own opposition to the NRA saying: “…the NRA has totally brainwashed its members.” (Richard Ward; Oct. 12, 2009)
Just a year and a half ago Mr. Ward bragged that while he had gotten over 100 letters from his constituents who are NRA members, urging him to leave MAIG, he had refused to do so, and continued to be reelected. Ward bragged:
“The next election I got 90 percent of the vote,” he said, chuckling. “After that I got 86 percent — they’re gaining on me!”
