This sounds like more than just an accident. Was the guard knocked to the ground? That lays the responsibility on whoever attacked the guard, likely. But as always, details matter, and this story is lacking.
Hard to say what really happened so far. Are you posting this as a security guard doing something stupid and shooting when he shouldn't? He is also a court bailiff and possibly have an issued firearm and arrest powers at his day job. If armed as part of his work, he most likely had to qualify with his weapon. This could be something similar to a cop moonlighting as a security guard.
