Gov. Jerry Brown has signed legislation criminalizing openly carrying an unloaded handgun in public and requiring the state to keep records of rifle sales, as it currently does for handguns, Brown announced this morning.The open-carry ban, Assembly Bill 144, by Assemblyman Anthony Portantino, D-La Cañada-Flintridge, pitted law enforcement groups against gun rights advocates. The legislation targeted the "open carry" movement, in which people displayed firearms in public places to protest gun-control laws.

Got any statistics for that comment chicken little? Because I would point out two things to you; one, it does affect crimnals who could otherwise openly carry a gun for a crimnial purpose without the same expectation of being stopped for it. In particular, I would expect this law makes it a bit easier at least for law enforcement to identify who is the bad guy and who is not at active crime scenes when they arrive.
If you recall, that presented a problem for the concerned armed citizen who was about to intervene, that came within a hair of adding to the tragedy in the Tucson mass shooting involving Gabby Giffords. It has been mentioned as well in the unified opposition by law enforcement here in MN and in neighboring WI to loosening carry restrictions.
