A well put together piece. And again, we have an example of common sense being displayed by the on the scene officer followed the next day by presumably upper echelon second guessing. Brings to mind the military term, "echelons above reality". I wonder if at some point, will the citizens care enough to legislate some common sense into the application of these laws somehow? Or perhaps will these street cops start excercising their discretion to avoid these people being fed into this machine which has only one path, that of becoming a felon no matter what the circumstances. Of course, that discretion might be already being excercised.
