Why is it so rare for the investigating officers to recognize that "negligence" is criminal, always, every time.The boyfriend of a woman who was accidentally shot Wednesday at their home is being charged in her death, Harnett County authorities said Thursday.Todd Laymond Brown, 25, of Pinehollow Drive in Broadway, was to be charged Thursday morning with involuntary manslaughter, Sheriff Larry Rollins said."It was described as an accident, but accidents are also the results of negligence," Rollins said. "In the course of our investigation, we decided the appropriate reaction right now is involuntary manslaughter."
