What about gun responsibilities?

What says more about our gun culture: that people can just lose semi-automatic weapons or that they don't worry they'll be prosecuted for negligence?

No wonder gun owners are afraid of lost and stolen gun bills--not only will it stop them from selling to disqualified persons, but it will keep their irresponsibility from being scrutinised.

How so? Isn’t this person advertising that they lost a rifle? It seems they are making extra effort to get it back, so how is that an example of “rights with no responsibility”? It is not very plausible that someone willing to put their phone number on the side of the road didn’t also report the lost gun to the proper authorities.
