  2. Alcohol and every drug were perfectly legal in 1900. Shortly thereafter a constitutional amendment was ratified to prohibit alcohol. What must have seemed like a lifetime after that, the constitution was amended again, lifting prohibition.
    Why was there not a constitutional amendment to prohibit these legal drugs like was done with alcohol? On what legal authority were drugs prohibited?
